Version 2.15: Talking about strategies

The whole team can now talk about a strategy, or one of its steps, right from its card in the Map book.
- New: Map book: clicking a strategy opens it with its discussion; a step's bubble attaches your remark to it, marked settled once dealt with. “Edit” stays with its author and admins.
- New: A strategy card shows its messages, with a dot when a teammate has written since your last visit.
- Fixed: In an editable page, clicking a strategy card now opens it.
